Public Offer Agreement

Informal English translation. The Russian version is legally binding and governs in case of discrepancy.

This document is an official public offer made by self-employed Georgiy V. Bazhenov (“the Seller”) and addressed to any individual (“the Buyer”). Paying for an order constitutes full and unconditional acceptance of the terms of this offer.

1. Terms and Definitions

Program — any Windows software that is the Seller’s own development, hosted on the site, including “Video Downloader”, “BelyyList” and “AppBlocker Pro”.

License (activation key) — a digital product granting the Buyer the right to use the Program without the functional limits of the trial mode.

Site — the Seller’s web resource at https://softkosm.ru.

2. Subject of the Agreement

2.1. The Seller grants the Buyer a license (activation key) to use the chosen Program, and the Buyer pays its price according to the selected plan.

2.2. “Video Downloader” is meant for saving and converting media files from open sources for personal non-commercial use.

2.3. “BelyyList” is meant for limiting network access on the Buyer’s own computer or their minor child’s computer, as part of parental rights. Using the Program to control other people’s devices or without the owner’s consent is not allowed.

2.4. “AppBlocker Pro” is meant for controlling and restricting the launch of selected executables (.exe) and admin tools on the Buyer’s own computer.

3. Price and Payment

3.1. License prices by plan:

• “Video Downloader”, Pro (1 PC) — 790 ₽;
• “Video Downloader”, Family (3 PCs) — 1 690 ₽;
• “BelyyList”, Solo (1 PC) — 2 490 ₽;
• “AppBlocker Pro”, Solo (1 PC) — 1 490 ₽.

3.2. Current prices are shown on the corresponding Program page on the site and may be changed by the Seller unilaterally, without affecting terms of already paid licenses.

3.3. Payment is made once via the payment partner — NKO MONETA LLC, the PayAnyWay (Self.PayAnyWay) online payment service. The license is lifetime.

3.4. Payments may be received by the Seller directly or through an engaged payment platform (aggregator) acting as the Seller’s agent. The Seller applies the “Professional Income Tax” regime (Federal Law No. 422-FZ). A receipt under 422-FZ is issued upon payment: if paid through the payment platform, the platform issues and sends the receipt to the Buyer as the Seller’s agent; if paid directly to the Seller — the Seller does. If no receipt is received, the Buyer may request one at softkosm@gmail.com. Bank card details are entered by the Buyer on the payment partner’s side and are neither shared with nor stored by the Seller.

3.5. The license price is fixed and equals the price shown on the corresponding Program page on the site. No surcharge is applied for choosing a payment method. The payment service commission is borne by the Seller and does not affect the Buyer’s price.

4. Delivery of the Digital Product

4.1. The product is digital. Once payment is confirmed, the activation key is shown on the payment page and is automatically sent to the e-mail address the Buyer provided at checkout.

4.2. The installer of any Program is available for free download on the site.

5. License and Restrictions

5.1. The license is granted for personal use of the Program on the number of computers matching the chosen plan. The license is bound to the device’s hardware identifier.

5.2. The activation key may not be transferred, resold or distributed to third parties.

5.3. The Buyer is responsible for the lawful use of saved materials and for copyright compliance.

5.4. When a computer is replaced, the Seller re-links the license free of charge upon the Buyer’s request.

6. Refunds

6.1. As the product is digital (a license key), a refund is possible only if the key has not been activated or used.

6.2. To request a refund, the Buyer sends an application to softkosm@gmail.com or the support Telegram bot (@VideoSaverPCBot) stating the payment date and amount. Requests are reviewed individually in line with Russian law.

7. Liability of the Parties

7.1. The Program is provided “as is”. The Seller is not liable for losses caused by improper use of the Program.

7.2. The Buyer is responsible for complying with applicable law when using the Program, including the lawfulness of restricting access on a specific device.

7.3. The payment partner — NKO MONETA LLC — only provides funds acceptance and transfer services. It is not a party to the license sale, is not responsible for the Program’s quality and does not resolve disputes between Buyer and Seller. All claims regarding the Program’s content, performance and terms of use go to the Seller at softkosm@gmail.com.

7.4. The Seller is not liable for temporary unavailability of the service caused by faults on the payment partner’s, telecom operators’ or hosting provider’s side. In such cases, key delivery deadlines are extended by the time it takes to fix the fault, and paid money is refunded upon the Buyer’s application.

8. Personal Data

8.1. By purchasing a license, the Buyer consents to the processing of the e-mail they provided, solely to fulfill this agreement (issuing the key and sending the receipt). Personal data processing rules are described in the Privacy policy.
